What is the deal with attachments?

If you click the second button at the bottom of the page labeled "Attach File" you can attach a file. I thought this would be usefulm but the max allowed size of an attachment is 0.2 MB. This is way larger than most FITS files, and a lot larger than many of the *.png files I have. But storing simple ASCII files as attachments could be useful.
